Safe Student

You can turn to the Proxy in all matters concerning your personal safety at the University (including residence halls) and its nearest surroundings

Possible issues:

• You have an idea how to improve safety at the University
• You would like to organize a campaign promoting safety
• You believe that certain sites on University premises (as well as in halls of residence/dormitories) and its nearest surroundings are dangerous (e.g. poorly lit or marked places where students are often "bothered")
• Someone has stolen your belongings in halls of residence, dormitories, reading room, in classes etc.
• Because of your nationality, ethnic background, sexual orientation, disability, world-view, religious affiliation etc. you are physically or verbally harassed, attacked or insulted etc.
• A person connected with the University (friend at the university, a course instructor/teacher) is behaving towards you in a way that you perceive inappropriate (e.g. being sexually suggestive, imposing oneself, sending unwanted messages especially of a sexual character, making sexual advances of another nature)

Meetings with the Proxy take place in a confidential environment. Turning to the Proxy does not entail undertaking any further formal steps. In each case an appropriate mode of action is agreed upon with a person concerned.

In most cases you can ask for help by writing to bezpieczny.student@uj.edu.pl. If you prefer to speak to the Proxy face-to-face, you may visit the office during office hours or at a different time, which should be agreed upon prior to the meeting via mail or phone.

If you prefer to prepare a written statement (formal complaint, proposal, question), you may do so by sending it by post to:

In accordance with the provisions of the Act on Higher Education, the Police and other services responsible for maintaining public order are entitled to enter the University premises on the basis of special rules. These are regulated at the Jagiellonian University by an agreement with the municipal Police Commander in Krakow from August 29 2012 as well as by the Regulation No. 95 issued by the Rector of Jagiellonian University on 2^nd October 2012.

It should be remembered that every person (a student, a PhD student, a member of staff) who witnesses a situation endangering safety is entitled and obliged to notify the Police. If a duty officer has doubts whether the Police should intervene in the University premises, he is obliged to contact the Proxy or any person authorised by him. The Rector's Proxy for Student Safety and Security should be notified about any possible difficulties related to Police intervention.

Every porter or control officer on duty is entitled to call the Police to University premises on the basis of the agreement.

If an event justifying the Police intervention takes place in the gatehouse or the security lodge – notify a duty worker immediately and ask for help/ calling the Police. THE INFORMATION SHOULD BE BRIEF AND CONCRETE: WHAT AND WHERE IS HAPPENING?

1. It is best to call the Police using the number 12/615-29-08 (the telephone to officer on duty of the municipal Police Commander)
2. Once connected:

• INTRODUCE YOURSELF (if you are an authorised person, say that you have a right to call the Police on the basis of the agreement between the JU and the municipal Police Commander).
• SPECIFY THE PLACE OF THE INCIDENT (the full address: street, number of the building, room number, other specific place) and OTHER INDICATORS ENABLING OFFICERS TO REACH THE PLACE OF THE INCIDENT (e.g. landmarks of whereabouts you could find the perpetrator(s) / or e.g. the direction in which they have moved away
• DESCRIBE THE CIRCUMSANCES OF THE INCIDENT, ASK FOR INTERVENTION – ATTENTION: it is absolutely necessary to notify the duty officer about any circumstances which would allow to allocate suitable forces, in particular:
  • whether there is anybody injured (necessity of calling an ambulance if it has not been called yet; ask whether you should personally call the ambulance, or whether a duty worker will notify the relevant forces); how many, in what state, etc.
  • whether someone behaves aggressively, attacks other people or threatens to attack other people, behaves in a vulgar and indecent manner, forces other people to behave in a specified way, or threatens to commit suicide (necessity of calling an ambulance and notifying the Crisis Intervention Centre)
  • number of people involved in the incident (e.g. if it is a large group behaving aggressively, using dangerous tools)
  • whether someone uses a dangerous tool, carries a weapon etc.
• ANSWER ANY ADDITIONAL QUESTION OF THE DUTY OFFICER
• DO NOT HANG UP until the duty officer informs you about the notification acceptance and delegating officers to the place of the incident. THE DUTY OFFICER MAY ASK TO REMAIN ON THE LINE UNTIL THE ARRIVAL OF THE OFFICERS AT THE PLACE OF THE INCIDENT
• IF YOU HAVE DOUBTS AS TO WHAT TO DO, ASK THE DUTY OFFICER FOR GUIDELINES

3. While awaiting the arrival of the Police:

• Make sure that everyone involved in the incident is safe or waiting to be assisted. Take all necessary protection measures. If you have time, prepare the documents. REMEMBER: people and their safety first, then the documents!
• Inform your immediate superior about the incident and follow his or her guidelines.
• If you are authorised to call the Police to University premises, remember about filling in and sending a notification about calling the Police.

How to act in dangerous situations involving people with mental disabilities?

Contact with a person with mental disabilities in situations endangering safety may cause difficulties. One the one hand, one has to regard the stereotype that people experiencing emotional problems are dangerous to their environment. On the other hand, one should not underestimate the fact that in certain situations their behaviour may be dangerous to themselves or to others. Guidelines on how to behave in such difficult situations can be found on the Constellation Station's website.

In situations posing an obvious threat to safety, the Police should be called using the following numbers: 12 / 615-29-08 (number of the duty officer in the municipal Police Commander in Krakow) or 997.

Such situations include:

• aggressive behaviour – verbal or physical, e.g.: threats against life or threats of using violence; breaking / throwing around objects, destroying of premises and its equipment; physical attacks of oneself or others, using violence – e.g. beating, kicking, pushing, using dangerous objects (knives, clubs etc.) or threatening to use them,
• suicide attempt,
• barricading oneself in premises,
• receiving threatening letters, e-mails, phone calls (e.g. threats against life, health, threats of using violence)

In situations of a direct threat to life or in urgent cases which could lead to a substantial health deterioration you should call an ambulance (999, 112).

In unclear situations it is advisable to contact the Crisis Intervention Centre in Krakow (tel. 12 421 92 82).
